Tolerance policy
Ever since the tolerance policy, coffeeshops have been allowed to sell their products but not legally purchase them, which leads to the well-known backdoor problem. That's why the experiment has started a closed coffeeshop chain. The aim of the experiment is to regulate the entire operation around the coffeeshops in a transparent and controlled manner. This way, the effects on public health, crime and nuisance can be investigated. So no more illegal cultivation in shady attics, but cannabis grown in a controlled and hygienic environment. Because all products are also tested, there's full transparency for the seller and consumer about what they consume. This allows you to see how much THC and CBD are in the products and you also get an overview of all terpenes and other cannabinoids.
Experimentation phase
The next phase of the experiment is the experimentation phase. It'll start on April 7 and will in principle last 4 years. From this date, in the 10 selected municipalities and +/- 70 shops, all tolerated products from the assortment will be removed and products of the selected growers will enter the shops. This means that the tolerated products may no longer be sold.
In these 4 years, the researchers will monitor the effects of the experiment. After 4 years, an evaluation report will follow, after which the cabinet can decide to extend the experiment by a maximum of 1.5 years.
